The initiative to establish the PIK began in March 2003, when meetings were held in Milan, Italy, between working groups to draft the project, based on the preliminary agreement between the Ministry of Education, Science and Technology of Kosovo (MEST) and the Italian organization C.E.S.E.S.

The first draft of the project for the establishment of the institute was prepared in April 2004 and submitted to the decision-making institutions in October 2005. The project was approved by the MEST, the Italian Government (through the Ministry of Foreign Affairs) and C.E.S.E.S., paving the way for the official establishment of the institute.
